Launch of Council of Europe report - Support to the Reform of the Judiciary in Light of Council of Europe Standards

With MDTF-JSS support, Council of Europe (CoE) completed a comprehensive review of results achieved through implementation of National Judicial Review Strategy (NJRS). The NJRS was endorsed by the Serbian parliament in 2006 and it was the first strategy of reform of the justice sector in Serbia. The NJRS outlines future outlook of Serbian judiciary in line with 4 basic principles:

  • judicial system that is independent;
  • judicial system that is transparent;
  • judicial system that is accountable; and
  • judicial system that is efficient.

As a result of this review today CoE relised report which includes the following:

  • Stock-taking of the reforms undertaken and the results produced by them,
  • Review of judicial reform legislation (approved in December 2008) and its implementation, including the reappointment of judges and prosecutors and anti-corruption policies,
  • Identification of legislative gaps and obstacles hindering the reform of the judiciary in Serbia in the light of European standards concerning the independence, efficiency, transparency and accessibility of justice,
  • Policy recommendations on how to bring the organization and functioning of the Serbian judiciary in line with European standards concerning the independence, efficiency, transparency and accessibility of justice and a road map, including a rough time-table, for the implementation of the concrete recommendations.
