The Administrative Office of the High Prosecutorial Council (HPC) of Serbia plays a crucial role in ensuring the autonomy, efficiency, transparency, and effectiveness of prosecutorial functions. Recent legislative changes, particularly those related to the 2022 constitutional amendments and implementing legislation in 2023, necessitate a thorough human resource needs assessment to align the Office's capabilities with the new requirements.
Key findings and recommendations were discussed with the HPC in late May 2024. The Analysis identified the need for additional staff to handle increased workload and new responsibilities. In relation to the quality, the Analysis determine the skills required under the new legislative framework, including legal expertise, administrative skills, and technology proficiency. There is an increased need for legal advisors and policy analysts to support strategic planning and policy development. In the next period the HPC should develop strategies to attract qualified candidates and implement policies to retain experienced staff.
