How to bring the High Judicial Council’s capacity closer to the required competences?

On the request of the High Judicial Council the MDTF-JSS team prepared Human Resource Analysis of the Council and its Administrative Office. The new Law on High Judicial Council and the Law on Judges adopted in 2023, introduced new competences of the Council. The current organization and structure of the High Judicial Council is not sufficient to provide necessary support to the Council in exercising new competences. To ensure proper functioning of the Council, the Analysis provides detailed assessment of each organizational unit and position within the Administrative Office against new legislation. Based on the assessment, the MDTF-JSS team prepared recommendations for enhancing human resource capacities of the Administrative Office and measures for strengthening human resource management.

The Analysis presents baseline for preparation of the new Act on systematization of the Administrative Office as well as for the preparation of the Annual plan of the High Judicial Council and the Annual plan of the Administrative Office.
